By the end of the decade, Steve will deliver a 25% increase in Foreign Direct Investment, helping local businesses to flourish and ensure thousands of jobs and apprenticeships are created for local people.
A proper London-style, fully integrated transport network by 2028 with greater public control of trains, buses and infrastructure.
This includes a wholly franchised bus network by the end of 2027, work underway on 3 new train stations and a brand new bus rapid transit scheme linking Liverpool city centre with the airport and football stadia.

Steve will put that right by working alongside local colleges and employers to develop a high-quality, bespoke technical training route that gives young people a genuine alternative to university—designed for our region by our region.
By appointing the region’s first Chief Digital Officer, Steve will ensure that we are among the global leaders of the digital and AI revolution.
LCR will be one of the pioneers of AI for Good, embedding it in public service delivery and working with The TUC to develop guardrails to protect workers’ rights.
Mersey Tidal Power is the world’s largest tidal barrage scheme.
It has the potential to power up to one million local homes, establishing the UK as a global leader in decarbonisation.
Steve will ensure it is investible and shovel ready by completing a full business case by 2028.
